国家治理现代化视阈下PPP模式的定位重塑与可持续发展

摘　　要：推进国家治理体系和治理能力现代化是十九届四中全会全面部署的一项重大战略任务,其实现需要一系列的制度创新。PPP模式作为一种协调政府、市场和社会关系的有效机制,蕴含着国家治理现代化的诸多要素。但在实践过程中,由于过度关注PPP模式的融资功能,导致其与国家治理现代化产生了路径偏离。在国家治理现代化视域下,应该重新定位PPP模式的本质属性,正本清源。以人为本的可持续发展的PPP3.0模式是未来PPP模式发展的理想状态,是推进国家治理现代化的重要制度供给创新,其在多方面回应了国家治理现代化的要求。Promoting the modernization of national governance system and governance capacity is a major strategic task proposed by the fourth plenary session of the 19th CPC central committee.The realization of modernization of national governance needs a series of institutional innovations.As an effective mechanism to coordinate the relationship between government,market and society,PPP model contains many elements of the modernization of national governance.However,in the process of practice,due to excessive attention to the financing function of PPP mode,it deviates from the path of national governance modernization.From the perspective of the modernization of national governance,we should reposition the essential nature of PPP model.The people-oriented and sustainable development model of PPP3.0 is the ideal state for the future development of PPP model.It is an important system supply innovation to promote the modernization of national governance.It has responded to the requirement of modernization of national governance in many aspects.
