摘 要:长江大保护背景下,绿色发展成为热点问题,协同创新是提高绿色发展水平的新动能。选取长江经济带11个省市2009—2017年的面板数据,借助复合系统协同度模型和SBM模型分别测算各省市政用产学研协同创新能力和绿色发展水平,结果表明:随着时间的推移,各省市政用产学研协同创新能力变化不大,但在空间分布上各省市之间差异明显,下游的江浙沪政用产学研协同创新能力最高,其他省市协同度较低;各省市绿色发展水平基本都呈上升趋势,但总体水平不高且各省市之间存在明显差异,下游的沪苏绿色发展水平较高,其他省市都处于中低水平;政用产学研协同创新能力和绿色发展水平都具有较强的区域异质性,且两者步调一致。运用面板Tobit模型分析政用产学研协同创新对绿色发展水平的影响,结果表明,政用产学研协同创新在总体上有利于提高绿色发展水平,其中,中下游地区促进作用最为明显,上游地区协同创新对于绿色发展的作用尚未显现。Green development is popular in protecting the Yangtze river,which is backed by synergy innovation.This paper selects panel data of 11 provinces along Yangtze river economic zone during 2009-2017,and uses compound synergy model and SBM to measure their synergy innovation ability and green development level of the 11 provinces.Results show that,as time goes by,their synergy innovative ability remains little change,but outstanding in geographic distribution,highest in the down-stream.The green development level is rising,not high generally with variance among provinces,relatively higher in Shanghai and Jiangsu in down-stream.Both strongly show a regional difference at the same pace.This paper applies panel Tobit model to study the impacts of government-customer-industry-institute synergy innovation ability on green development and concludes that this synergy innovation can improve green development,as clearly shown from middle-to down-stream,but not from up-stream.
