小微企业融资困境及对策研究

摘　　要：小微企业融资目前面临着信贷需求难以得到满足、综合融资成本居高不下、融资渠道单一、金融供给结构亟待优化等困境。解决好小微企业融资问题要跳出惯性思维,从整体出发、共同施策。要坚持以政府为主导,着力优化小微企业营商环境、加大财税政策扶持力度;完善小微企业信用和担保体系建设、拓宽融资渠道。各类金融机构要加强金融创新、科学合理布局,实现对小微企业客户群体的精准服务。小微企业自身更应提升经营管理水平、筑牢自身发展根基,实现理性扩张。由此构筑起与实体经济发展相适应的政府服务体系、多层次的金融体系、多样化的组织体系,有效整合多方资源,促进经济发展。At present,small and micro enterprises are facing with much difficulties such as unmet demand of credit,combined financing costs remine stubbornly high and the single financing channel,urgent needing for optimizing the financial supply structure.To solve all of these financing problems,it should jump out of that kind of inertia thinking which solely look for solutions from the financial field,but take all the part as whole,give common measures.Persisting in the government-leading principle,make great efforts to optimize the business environment for small and micro enterprises,increase the support of fiscal and taxation policies,perfect the construction of credit and guarantee system for small and micro enterprises,and broaden the financing channels.Various financial institutions should strengthen financial innovation,take scientific and reasonable layout,aim at the accurate service for the customer group of small and micro enterprises.Small enterprises themselves should improve the level of management,build their own development foundation to achieve rational expansion.In this way,the corresponding government service system should be built for the substantial economy,multi-level financial system and diversified organization system,so as to integrate multi-resource effectively and promote economic development.
