摘　　要：海洋溢油生态修复责任应该由谁来承担?如何承担?如何制定验收标准?健全海洋溢油损害生态修复责任制度,当以明确其概念和承担主体为基础,以承担责任方式的多样化为手段,以评估和验收标准为保障,以保护海洋生态为目标。Who should be responsible for ecological restoration of marine oil spill?How to undertake?How to establish acceptance criteria?In order to improve the responsibility system of ecological restoration of marine oil spill damage,it is necessary to clarify its concept and subject,take the diversification of liability modes as the means,take the assessment and acceptance criteria as the guarantee,and take the protection of marine ecology as the goal.
