摘　　要：因评价对象的高层次性与宏观性,战略环境评价为公众参与机制预留了良好的制度空间。作为战略环境评价中必不可少的程序,公众参与在域外发展出了诸多模式。有必要合理吸收域外经验,将我国战略环境影响评价置于风险社会背景下予以考量,以公众参与机制建构为突破口,从引入合作行政理念、明晰风险裁量机制、嵌入风险交流程序、构建信息归集方式等方面予以完善,进而对具有中国特色的公众参与机制建构提供理论参照与制度供给。Strategic Environmental Assessment(SEA)has set up a good institutional foundation for the construction of public participation mechanism with its high-level and macro evaluation object.As an essential and throughout procedure in strategic environmental assessment,public participation has developed many models in foreign countries.It is necessary to absorb foreign experience reasonably.China should consider the strategic environmental impact assessment in the context of risk society,take the construction of public participation mechanism as a breakthrough,and improve it from the aspects of introducing the concept of cooperative administration,clarifying the mechanism of risk discretion,embedding the procedure of risk exchange,and constructing the way of information collection,so as to provide a theory for the construction of public participation mechanism with Chinese characteristics and system supply.
