政策文本视野下上海市生活垃圾分类政策:历史演变与趋势探析

摘　　要：上海市的垃圾分类是上海市推行特大城市“精细化”治理的重要组成部分,也是全国垃圾分类工作的示范与标杆。本文基于上海市2004-2019年上海市各部门颁布的有关生活垃圾分类的政策文本,运用内容分析法与词频分析法,归纳出了近15年来上海市生活垃圾分类工作的历史演变及特征。研究显示:随着生活垃圾分类工作的推进,上海市出台的政策文本在政策目标、政策保障、政策主体、政策手段等层面都有不同程度的变化与调整。本文最后,对上海市生活垃圾分类政策文本的发展趋势进行了预测与建议,旨在为其后续政策文本的制定提供一定的参考价值。The garbage classification in Shanghai is an important part of the implementation of“fine”treatment of mega cities in Shanghai,and is also the demonstration and benchmark of garbage classification in China.Based on the policy texts on domestic waste classification issued by various departments of Shanghai from 2004 to 2019,this paper summarizes the historical evolution and characteristics of domestic waste classification in Shanghai in recent 15 years by using content analysis and word frequency analysis.The results show that:with the promotion of domestic waste classification,the policy texts issued by Shanghai have changed and adjusted to varying degrees in terms of policy objectives,policy guarantees,policy subjects and policy means.Finally,this paper forecasts and suggests the development trend of domestic waste classification policy in Shanghai,aiming to provide certain reference value for the formulation of subsequent policy texts.
