摘　　要：随着我国社会经济水平的发展与提升,环境问题也越发明显,城市化进程的加快与粗放式的发展模式,在发展的过程中忽视了对环境的保护,造成了环境质量的恶化和资源的严重短缺,环境的生态功能逐年下降。在这样的大背景下,要对社会发展与环境保护进行有机的结合,发挥出环境促进经济增长的综合作用。当前,我国解决环境问题的主要措施是进行战略环境评价与项目环境影响评价。因此,本文以战略环境评价与项目环境影响评价作为出发点,阐述相关的基本概念以及运用两种评价的原因,针对开展战略环境评价与项目环境影响评价工作中产生的问题进行分析,并提出相应的解决措施,以便为后续工作提供一定的便利。With the development and improvement of China’s social and economic level,environmental problems are becoming more and more obvious.With the acceleration of urbanization and extensive development mode,environmental protection is ignored in the process of development,resulting in the deterioration of environmental quality and serious shortage of resources,and the ecological function of the environment is declining year by year.In this context,we should combine social development and environmental protection organically,and give play to the comprehensive role of environment in promoting economic growth.At present,the main measures to solve environmental problems in China are strategic environmental assessment and project environmental impact assessment.Therefore,this paper takes strategic environmental assessment and project environmental impact assessment as the starting point,expounds the relevant basic concepts and the reasons for the use of the two kinds of evaluation,analyzes the problems in the work of strategic environmental assessment and project environmental impact assessment,and puts forward corresponding solutions,so as to provide certain convenience for the follow-up work.
