“三线一单”环境重点管控单元划分的方法探索——以黑龙江省为例

摘　　要：环境管控单元是编制“生态保护红线、环境质量底线、资源利用上线和生态环境准入清单”(简称三线一单)的重要组成部分,其中环境重点管控单元又是重中之重。探讨黑龙江省“三线一单”生态环境准入清单编制中环境管控单元中环境重点管控单元划分方法对“三线一单”工作的实施有重大意义。总体思路按相应要素、资源利用情况划分出重点管控区,再结合各地市人口、经济、环境各方面进行叠加,最后以区县为分区,划出环境重点管控单元。环境管控单元的划定为今后环境准入清单的编制、实施与应用做好铺垫,为进行省内区域分单元管控打好基础。The environmental management and control unit is an important part of compiling the“red line for ecological protection,the bottom line of environmental quality,online use of resources,and access to the ecological environment”(referred to as the three lines and one list),in which the key environmental management and control unit is the most important.Discussion on the division of the key environmental management and control units in the environmental management and control unit in the compilation of the“three lines and one list”ecological environment access list in Heilongjiang Province has great significance for the implementation of the“three lines and one list”work.The overall idea is to divide the key control areas according to the corresponding elements and resource utilization conditions,and then combine them with the population,economic,and environmental aspects of each city.Finally,the districts and counties are divided into zones to designate key environmental control units.The delineation of environmental management and control units paves the way for the preparation,implementation,and application of environmental access lists in the future,and lays a solid foundation for regional unit control in the province.
