我国冰雪特色小镇建设的复杂适应性机理与发展规划研究

摘　　要：随着2022年冬奥会效应的不断增强,我国冰雪产业发展的潜能得到了充分释放。冰雪特色小镇成为发展冰雪产业的最好载体。运用CAS理论的基本思想内涵,探讨我国冰雪特色小镇建设的复杂自适应性机理。以京津冀地区冰雪特色小镇为例,探索我国冰雪特色小镇建设过程中的发展规划问题,对于促进冰雪特色小镇建设,加快冰雪产业结构优化与升级,推动体育产业供给侧结构性改革具有现实意义。研究认为,我国冰雪特色小镇建设过程中具有显著的复杂自适应性内在特征和外在表现。我国冰雪特色小镇建设的主要发展规划措施,可以体现在依托区域资源禀赋、打造集群产业链、深挖文化内涵、强化区域协同、加强科学选址、构建保障机制等方面。With the increasing effect of 2022 Winter Olympics,the potential of China’s ice and snow industry has been fully released.Ice and Snow Characteristic Town has become the best carrier for the development of ice and snow industry.In this paper,CAS theory was used to explore the complex self adaptability mechanism of Ice and Snow Characteristic Town construction in China.Taking the Ice and Snow Characteristic Town in Beijing,Tianjin,Hebei area as an example,we explored the development planning problems in the construction process of China’s Ice and Snow Characteristic Town,which has practical significance for promoting the construction of Ice and Snow Characteristic Town,accelerating the optimization and upgrading of ice and snow industrial structure,and promoting the supply side structural reform of sports industry.The research showed that there are significant internal characteristics and external performance of complex adaptability in the process of building Ice and Snow Characteristic Town in China.The main development planning measures for the construction of snow and ice featured towns in China can be reflected in relying on regional resource endowment,building industrial chain of clusters,digging deep into cultural connotation,strengthening regional coordination,strengthening scientific site selection,building security mechanism,etc.
