我国城市民族工作的演进及其展望

摘　　要：在统一的多民族国家,民族问题与国家发展全局紧密相连,而民族工作是协调民族关系,解决民族问题的一项全局性工作。在我国,散杂居民族工作是整个民族工作的重要组成部分,党和国家十分重视散杂居民族工作,制定了许多相关政策法规来保障散杂居少数民族群众享有平等权利。进入新时代,我国城市化进程进一步加快,城市少数民族人口迅速增多,城市居民的多民族构成比重增加,一方面加快了各民族相互接触的频率,扩大了相互交往交流交融的机会,另一方面也显现出城市民族关系问题的影响因素多元化倾向,涉及民族因素的矛盾纠纷日益增多,城市民族工作变得更加复杂。城市民族工作呈现出领域扩大、对象多元、任务繁重等特点,表明在新时代的民族工作中,城市民族工作的权重也在加大,只有做好城市民族工作,才能赢得民族工作未来。我们要在新时代中国特色社会主义思想指导下与时俱进,在理念、思路和机制等方面不断创新,推进城市民族工作,让城市更好地接纳外来少数民族人口,让外来少数民族人口更好地融入城市,从而实现各民族共同团结进步,共同发展繁荣。In a unified multi-ethnic country,ethnic issues are closely linked to the overall situation of national development,and ethnic work is an overall task to coordinate ethnic relations and solve problems relating to ethnic issues. In China,the work on dispersed and scattered inhabited ethnic residents is an important part of the work of the overall ethnic work,and the Party and the state also attach great importance to the work of these ethnic residents,and have formulated many relevant policies and regulations to ensure such ethnic residents dispersed living in various places can enjoy their equal rights. The new era witnessed acceleration of the urbanization process of our country,the rapid increasing of urban ethnic population,and the increasing proportion of urban ethnic residents. While on the one hand,it has accelerated the frequency of contact among ethnic groups and expanded the opportunities for interaction and exchange among each other,on the other hand,it has also shown diversification tendency of the influencing factors addressing urban ethnic relation issues. As increasing number of frictions and disputes involving ethnic factors,the ethnic work in urban cities has become even more complicated. Urban ethnic work presents characteristics of expanding regions,diversified objects and intensified workload,which indicates that in the new era of ethnic work,the importance of urban ethnic work is also strengthened,and it is only possible to fulfil in overall ethnic work in the future as far as urban ethnic work is well-managed. Under the guidance of the socialist ideology with Chinese characteristics in the new era,we should keep pace with the times,attempt innovations in mentality,thinking and mechanisms,and constantly promote the work of urban ethnic groups so that cities can better embrace the population of migrating ethnic population,so as to achieve common unity and progress among all ethnic groups and common development and prosperity of the whole society.
