摘  要:城市公共卫生安全韧性系统建设的本质是提升城市应对公共卫生事件的能力。城市智能的发展对城市公共卫生安全韧性的提升有积极作用,使城市能够有效应对突发公共卫生事件。文章选取中国31个省会城市,以公共卫生事件作为致灾因素,将城市智能作为城市公共卫生安全韧性评价的背景,构建城市公共卫生安全韧性—智能化水平模型。依据该模型,将样本城市区分为韧性城市、发展型城市、脆弱型城市和欠发展型城市4类。对评价结果进行分析,对基于智能化水平的城市公共卫生安全韧性提升给出政策建议。The essence of urban public health safety resilience system construction is to enhance the city’s ability to respond to public health incidents.The development of urban intelligence has a positive effect on the improvement of urban public health security resilience,enabling cities to effectively respond to public health emergencies.This paper selects 31 provincial capital cities in China,takes public health incidents as hazard inducers,uses urban intelligence as the background of urban public health safety resilience evaluation,and constructs urban public health safety resilienceintelligence level model.According to the model,the sample cities are divided into four categories:resilience cities,development cities,fragile cities,and underdevelopment cities.Analyze the evaluation results and give policy suggestions for improving urban public health safety resilience based on intelligent level.
