摘 要:以温州市为研究对象,通过对风暴潮灾害风险性评估,分析了各市县(区)风暴潮灾害风险性等级。基于多层次评价法利用温州统计年鉴社会经济人口信息数据构建社会脆弱性指标,防灾海塘信息、潮位信息与土地利用类型数据构建自然脆弱性指标,得到温州风暴潮灾害风险性等级分布,结合海岸带变迁与风暴潮灾害损失统计,结果表明:温州21个乡镇(街道)处于4级风险区,40个乡镇(街道)处于3级风险区,37个乡镇(街道)处于2级风险区,30个乡镇(街道)处于1级风险区,其中乐清市、龙湾区、瑞安市、苍南县等地风暴潮灾害风险性较高,永嘉县、文成县、泰顺县等地风险性较低,高风险性地区具有海洋经济发达、居民用地集中的特征,风暴潮灾害造成的经济损失与海岸带开发变迁有较大关联。This paper analyzed the risk level of storm surge disasters in each district(county)in Wenzhou.The social vulnerability indicators were constructed based on the multi-level evaluation method and the socio-economic population information data from Wenzhou Statistical Yearbook.The natural vulnerability indicators were constructed based on disaster prevention seawall information,tide level information and land use type data.Wenzhou storm surge disaster risk grade distribution was established.Combined with the coastal statistics of loss and storm surge disasters,the results showed that 21 towns(streets)in Wenzhou are in the 4 th-level risk zone,40 townships(streets)in the level 3 risk zone,37 townships(streets)in the level 2 risk zone,and 30 townships(streets)in the first-level risk zone.The comprehensive risk of storm surge disasters in Yueqing City,Longwan District,Ruian City and Cangnan County is relatively high.The risk is relatively low in Yongjia County,Wencheng County and Taishun County.The high-risk areas have the characteristics of developed marine economy and concentrated residential land use,and the losses caused by storm surge disasters are closely related to the development of coastal resources.
