摘　　要：建立海上排污许可证制度对于深入落实海洋生态文明建设要求、推动海洋环境质量持续改善具有重要意义。本文通过文献研究、系统分析等方法,在对我国海上固定污染源管理的各项制度综合分析基础上,提出了建立以海上排污许可证制度为核心的海上固定污染源管理制度体系的框架与设计思路,从政策制度、技术标准、数据平台三方面提出了建立海上排污许可证制度的主要内容,并针对建立实施海上排污许可证制度的重点问题,提出了意见和建议。The establishment of a marine pollutant discharge permit system is of great significance for constructing marine ecological civilization and continuously improving marine environmental quality.Through literature research,system analysis and comprehensive analysis of various marine systems for the management of fixed pollution sources,the framework and design ideas of the marine pollutant discharge permit system is put forward,which included mainly three aspects,policy system,technical standards and data platform.The opinions and suggestions are also made to establish this system.
