关于我国天然气产业市场化发展模式的几点思考

摘　　要：我国天然气产业市场化应采用什么样的模式仍然存在不同的看法。本文认为,我国天然气产业市场化发展的基础还相当薄弱,市场化改革还将经历一个漫长、循序渐进的过程,切忌操之过急。我国幅员辽阔,区域发展不平衡问题突出,可以学习但不能照搬国外模式,必须选择适合中国国情和区域特点的发展模式。发展模式要与发展阶段相适应;要与基础条件相适应,允许多种模式并存,包括一体化模式、自由竞争模式和虚拟交易枢纽模式等;要有利于国家将天然气培育成为我国现代清洁能源体系的主体能源目标的实现。There are still different opinions on the development mode of the market-oriented development of China’s gas industry.This paper argues that the foundation for the market-oriented development of China’s gas industry is still rather weak,and the market-oriented reform will go through a long and gradual process,so it is important not to be too hasty.China has a vast territory,and uneven regional development is a serious problem.We can learn from foreign models but cannot copy them.We must choose a development model that suits China’s national conditions and regional characteristics.The development mode should adapt to the development stage.It should adapt to the basic conditions and allow multiple modes to be coexisted,including integration mode,free competition mode and virtual trading hub mode.It should be conducive to reach the goals to cultivate natural gas as the main energy in China’s modern clean energy system.
