摘 要:社会组织参与突发重大公共卫生事件应急管理,具有事实、规范、理论与政策的四重合法性。以新冠肺炎疫情为例,我国广大社会组织在疫情防控中实现了党建引领和推进善治的协同效应,切实提高了疫情的"复合防控"效果。各类社会组织的自我约束,有利于对病毒传染进行分割、包围和内部净化,极大降低了疫情的传染风险。多样化组织职能的发挥,能够提升重大疫情治理的专业性,同时,以志愿为导向的各类服务起到了拾遗补漏和补充支持作用。当然,这一过程中暴露出的若干参与困境表明,迫切需要在常态时期进行社会治理质量的改进,进而真正构建起中国特色的应急管理社会参与模式。The participation of social organizations in the emergency management of major public health emergencies has four overlapping laws of facts,norms,theories and policies. Taking the COVID-19 as an example,the social organizations in China have achieved the synergy effect of Party building and promoting good governance in epidemic prevention and control,and effectively improved the "compound prevention and control"effect of the epidemic. Self-discipline of various social organizations is conducive to the segmentation,encirclement and internal purification of virus infection,greatly reducing the risk of infection. The diversification of organizational functions can enhance the professionalism of major epidemic control,and at the same time,all kinds of volunteer oriented services have played a role in finding,supplementing and supporting. Of course,a number of participation dilemmas exposed in this process show that it is urgent to improve the quality of social governance in the normal period,so as to truly build a social participation model of emergency management with Chinese characteristics.
