摘　　要：当前,"规范化"已成为PPP (政府与社会资本合作)项目有效运行的根本保障,但高位阶的立法依旧缺失。为保障PPP项目制度规范的融贯性,未来PPP立法需要在梳理当前制度规范的基础上,就立法的前提、进路和内容作系统性的设计和调整,以期为我国PPP立法有所助益。At present,"standardization"has become the fundamental guarantee for the effective operation of PPP(government and social capital cooperation)projects,but high-level legislation is still missing.In order to ensure the consistency of the PPP project system,the future PPP legislation needs to systematically design and adjust the premise,route and content of the legislation on the basis of combing the current system norms,so as to be helpful to the PPP legislation in China.
