摘　　要：随着城市公园数量和面积逐年增加,公园管理负担日益加重。如何创新城市公园建设管理模式,有效减轻公园建设管理成本并提升公园活力是后公园时代面临的重要问题。日本的公园管理经历了由重"量"到重"质"的转变,其制度体系也在不断更新与完善。介绍了日本新型都市公园管理制度——"Park-PFI"的概况及其产生背景,并以南池袋公园为例,详细考察了Park-PFI制度在日本公园建设管理中的运用;探讨了该制度在城市公园建设管理与运营一体化模式创新、公私合作管理权责明确以及激活公园"准公共产品"与"公共资产"双重属性以促进公园活化并带动城市经济发展等方面对中国的启示。As the number and size of urban parks increase year by year,the burden of park management is increasing.How to innovate the urban park construction and management mode,reduce the cost of park construction management effectively and enhance the vitality of parks is an important issue in the post-park era.Park management of Japan has experienced the change from"quantity"to"quality"and the management system has been constantly updated and improved..This paper introduces the general situation of the new urban park management system in Japan—the"Park-PFI"system and its background.It takes the Minami-Ikebukuro Park as a case,and investigates the application of the Park-PFI system in the construction and management of Japanese parks in detail.This paper explores the enlightenment of the system to China on the innovation of urban park construction,management and operation integration model,the clarity of public and private cooperation management responsibility and the activation of the park's"semi-public goods"and"public assets"to promote urban economic development and park activation.
