2014-2018年四川省艾滋病社会动员项目实施现状分析

摘　　要：目的通过分析四川省艾滋病防治社会动员项目实施现状,对进一步更好发挥社会组织(Non-government organization,简称NGO)优势,促进防艾工作提供依据。方法通过项目资料查阅和整理,对实施四川省社会动员艾滋病防治项目的195个项目的经费投入、地区分布、社会组织类别、服务人群等情况进行统计分析。结果 2014-2018年四川省级财政总投入725万,118个社会组织(含高校社团)实施了195个防艾项目,单个项目经费在0.8~8.0万,项目总额在2万~5万的项目数最多(49.7%)。注册NGO、未注册NGO、性艾协会和学校社团分别实施项目数为93个(47.7%)、30个(15.4%)、33个(16.9%)和39个(20.0%)。项目实施多集中在艾滋病高、中流行市州,经费占比88.3%。5年项目共服务人群63.4万人(其中宣传59万人,干预4.4万人)。人群类别主要为大中专学生、社区居民、老年高危男性和流动人口。各人群成本单价比为(5.24~189.04)元/人。结论省财项目有效促进了四川省内社会组织参与防艾工作,覆盖了大量目标人群。可进一步多渠道筹集资源加大投入经费、扩展覆盖地区,增强重点人群服务覆盖率。Objective By analyzing the status of the social mobilization project for AIDS in Sichuan,so that to provide the reference for the prevention and control of AIDS based on the advantages of Non-government organizations.Methods Through consulting and sorting out the data of 195 projects which were implemented the social mobilization,such as the financial input,regional distribution,categories of social organizations and service groups of AIDS prevention and control project in Sichuan province were statistically analyzed.Results From 2014 to 2018,a total of RMB7.25 million was invested by provincial governments in Sichuan,and 195 AIDS prevention projects were carried out by 118 social organizations(including associations in universities and colleges).The fund for each publicity project was between 0.8 million and 8.0 million;the numbers of implemented intervention projects were from 20000 to 80000,among them 93(47.7%),30(15.4%),33(16.9%)and 39(20.0%)were registered NGO,unregistered NGO,sexual AIDS associations and school associations respectively.Most of the projects were implemented in cities and prefectures with high and middle prevalence of AIDS,which were accounted for 88.3%of the total funds.The five-year project has served a total of 630000 people and covered 590000 people with publicity,including 42992 people(6505 high-risk groups and 36897 key groups).Population categories were mainly college and technical school students,community residents,floating population and elderly high-risk men.The unit cost ratio of each group was(5.24-189.04)yuan/person.Conclusion The provincial finance project has effectively promoted the participation of social organizations in AIDS prevention work in Sichuan province,it is covering a large number of target groups.We can further increase the investment,extend the coverage areas,and focus on the increasing of the types and the coverage of service groups.
