网络化治理视域下公共体育服务协同供给:逻辑、场域、路径

摘　　要：协同,是两个或两个以上的单元组合协调,按照一致目标行动而促成的一种资源交互作用。公共体育服务的协同供给是以人民日益增长的体育健身需求为中心,相关供给主体完成优势资源协作的运行过程,网络化治理体系的嵌合可有效推进公共体育服务协同供给机制创新与发展,并加强协同供给主体之间权责分明、信任互惠的合作伙伴关系,突破行政机构对公共体育服务过程的协调与监管困境,将于同一畛域内促成“政府—市场—社会”三轮协同驱动供给运作的结构态势,遵照相应网络化组织原则重塑协同供给的规则、意识、环境、关系、价值等要素,为此达成公共体育服务供给的“粘合”弹性网络,体现多元协同供给的组织创新效能。Coordination,combined and coordinated with two or more units,is a resource interaction formed by acting in concert with each other.Centered on the people's growing demand for physical fitness,the coordinated supply of public sports services is a process helping relevant supply subjects accomplish advantageous resources collaboration.The integration of the networked governance system can effectively promote the innovation and development of collaborative supply mechanism of public sports services,strengthen the cooperative relationship of clear rights and responsibilities,trust and reciprocity between the main players and break through the administrative agencies'coordination and regulatory dilemma of the service process.It will also promote the structural situation of the“government-market-society”collaboratively driven supply operation in the same region,and reshape the rules,consciousness,environment,relationship,value and other factors according to relevant principles of network organizations.Therefore,the“bond”elastic network of public sports service supply is formed,which reflects the organizational innovation efficiency of multiple collaborative supply.
