国家安全与发展视野下的我国国家情报体制构建

摘　　要：[目的/意义]长期以来,我国各个领域的情报工作各自为战,尚未形成满足国家安全和社会发展需求的一体化的国家情报体制和国家情报力量。新形势下,研究情报工作的总体部署和顶层治理,增强情报凝聚力和整体战斗力,是落实总体国家安全观的必然要求。[方法/过程]国家情报体制复杂、综合而庞大,其构建需要立足全局进行总体描绘。文章从国家情报体制包含的基础要素入手,借鉴国外情报体制的构建经验,探讨具有中国特色的国家情报体制构建思路。[结果/结论]提出我国应加强情报工作的宏观治理,对参与情报活动的主体进行适度归口或统一管理,建立一体化的国家情报体制,并从情报机构设置、统筹协调机制、法律规范、人才培养与选拔、监督体制5个角度进行说明。[Purpose/significance]For a long time,China’s intelligence work in various fields has been fighting for its own sake,and has not yet formed an integrated national intelligence system and national intelligence force to meet the needs of national security and social development.Under the new situation,it is an inevitable requirement for the implementation of the overall national security concept to study the overall deployment and top-level governance of intelligence work and enhance intelligence cohesion and overall combat effectiveness.[Method/process]The national intelligence system is complex,comprehensive and huge.This paper starts with the basic elements contained in the national intelligence system and refers to the experience of foreign intelligence system construction to explore the construction of the national intelligence system with Chinese characteristics.[Result/conclusion] We propose that the macro-governance of intelligence work should be strengthened,and the subjects involved in intelligence activities should be properly centralized or managed,so as to establish an integrated national intelligence system.We carried out the work from five aspects,including the establishment of intelligence agencies,overall coordination mechanism,legal norms,talent training and selection,and supervision system.
