摘　　要：[目的/意义]中国情报学理论需要中国特色的情报认识。围绕情报学理论的基本面建设,应重视经典理论传承的同时,鼓励多元化情报讨论。[方法/过程]从科技情报定义与科技情报工作切入,以"情报的产生离不开资料"这一基本观点展开讨论。首先,分析了情报与信息链、情报与资料的关系,在大资料观下将资料工作与情报工作有机统一;其次,在辨析大情报观的基础上,强调情报的赋能作用;最后,提出资料工作与情报工作的统一框架。[结果/结论]情报就是情报,既不是信息,也不是知识。情报工作与资料工作密不可分。树立大资料观,通过资料工作与信息链上各要素、信息技术应用之间发生直接联系。发展"情报+"模式,立足国家与社会的现实发展需要开展情报工作。[局限]将资料工作与情报工作有机统一的理论框架需进一步细化,资料的物化属性在学理逻辑上还有待进一步争辩。[Purpose/significance] The theory of intelligence studies in China requires Chinese characteristics.With the fundamental development of intelligence studies,we should pay attention to inherit classical theories and encourage diversified intelligence discussions.[Method/process] Starting from the definition and work of scientific and technical information,the basic viewpoint is that "intelligence cannot be generated without document." First,it analyzes the relationship between intelligence and information chain,the difference between intelligence and document,and unifies documentation with intelligence work under the big document view.Second,it emphasizes the empowerment of intelligence.Finally,it proposes the integrated framework of documentation and intelligence work.[Result/conclusion] Intelligence is intelligence,not information or knowledge.Intelligence work and documentation are inseparable.According to a big document view,documentation will directly interact with the elements of information chain and applications of information technology.It proposes the "intelligence+" pattern in intelligence work with actual requirements of the country and society.[Limitations] The theoretical framework that integrates documentation with intelligence work needs to be further refined,and the materialized attribute of document needs to be further debated in terms of academic logic.
