摘  要:回顾了“96·8”洪水以来海河流域水文监测预报发展变化,深入分析了海河流域在大洪水及极端降雨情况下提升监测预报精度和延长预见期面临的短板与瓶颈,提出开展洪水在线监测能力建设、加强流域产汇流机理研究、全面推进精细化模型及预报调度一体化建设、大力推广水文气象结合应用、深入开展“以测补报”、推动水文智能感知与智慧分析应用等一系列对策措施,全方位补齐监测预报“短板”,推动流域监测预报能力全面提升。Based on review of development and changes of hydrological monitoring and forecasting in the Hai River Basin since the big flood in August 1996,in-depth analysis has been taken to break the bottleneck that affect the accuracy of monitoring and forecasting and prolong prediction period under heavy flood and extreme rainfall conditions.It is proposed to enhance flood online monitoring capacity,highlight scientific research for runoff generation and concentration mechanism,integrate refined model and forecasting and dispatching,and promote combined application of hydrology and meteorology.A series of measures,such as"supplement report by measuring",promoting the application of hydrological intelligent perception and intelligent analysis",should be taken to make up the"short board"and great enhance the capacity of monitoring and forecasting.
