高校纪检监察组织发展现状及特点——基于辽宁省高校纪委书记任职情况数据分析

摘　　要：党的十八大以来,中央从落实八项规定开始,采取了一系列措施促进纪委落实监督责任。在这一政策背景下,通过调研辽宁省高校纪委书记任职情况数据,发现辽宁省高校纪委书记的任命很好地践行了异校交流任职制度,绝大多数高校纪委书记在党委的排名并不依据学校纪委的地位情况,纪委书记的廉洁程度和学历水平相对较高。辽宁省高校纪委书记任职情况数据充分表明,党的十八大以来高校纪检监察组织的独立性、权威性、廉洁性和专业性有了明显的发展,有利于促进高校纪检监察组织有效履行监督责任。Since the 18th CCP National Congress,the CCP Central Committee has taken numerous measures to promote Discipline Inspection Commission to take its supervision responsibility in the implementation of the“Eight Regulations”.Against this background,a study on the employment information of Party secretaries in discipline inspection commissions in higher education institutes in Liaoning Province discovers that these secretaries practice effectively the mechanism of exchanging their office duties,most of their rankings in Party committees not relying on their status in relative discipline inspection committees,their degree of probity and degree of education relative high.Such data fully demonstrate the independence,authority,probity,and professional qualities of discipline inspection organizations in higher education institutes in Liaoning Province,which is favorable for such organizations to effectively practice their supervision duties.
