摘　　要：目前医疗卫生行业综合监管制度作为5项基本医疗卫生制度之一成为医药卫生体制改革的重点,如何理解并实施综合监管是医疗卫生行业面临的难题。结合国务院办公厅印发的《国务院办公厅关于改革完善医疗卫生行业综合监管制度的指导意见》,阐述了医疗卫生行业综合监管的内涵、相关理论应用,同时提出综合监管的实现路径。At present,as one of the five basic medical and health systems,the comprehensive regulation system of the medical and health industry has become the top priority of the reform.How to understand and implement the comprehensive regulation is a problem that scholars in the field continue to explore.Therefore,through combining with the Guidance on the Reform and Improvement of the Comprehensive Supervision System for the Medical and Health Industry,the paper analyzes the connotation and theory of the comprehensive regulation of the medical and health industry,and puts forward the realization path of the comprehensive regulation.
