科研经费管理的演化博弈及仿真分析——以高等学校为例

摘　　要：高校是开展科学研究、推动科技创新的重要基地,随着科研教育事业的蓬勃发展,科研经费管理问题面临严峻的挑战。为了提高科研经费的使用效率,构建演化博弈模型分析高校管理部门与科研人员在科研经费使用管理方面的策略选择,并运用Matlab软件进行数值仿真模拟。研究发现:当社会公众监管发挥作用时,高校管理部门倾向于宽松监管,而科研人员是否合规使用科研经费则会随着社会公众监管力度的变化而变化。Colleges and universities are important bases for carrying out scientific research and promoting scientific and technological innovation.With the vigorous development of scientific research and education,the management of scientific research funds is facing increasingly severe challenges.In order to improve the use efficiency of scientific research funds,the evolutionary game model is constructed to analyze the strategic choice of university management departments and researchers in the use and management of scientific research funds,and the MATLAB software is used for numerical simulation.It is found that when the social public supervision plays a role,university management tends to loose supervision,and whether scientific researchers use scientific research funds in compliance with regulations will change with the change of social public supervision.
