新疆南疆深度贫困区减贫满意度调查分析

摘　　要：新疆南疆四地州是我国脱贫攻坚战中深度贫困区“三区三州”之一,分析其家庭减贫满意度对我国2020年实现全面小康具有重要意义。故以南疆四地州320户家庭调查数据为基础,构建结构方程模型,实证研究不同扶贫政策对南疆深度贫困区全部样本家庭、非贫困家庭及贫困家庭减贫效果的影响与差异。结果表明:全部家庭样本的就业、居住、教育条件的提升对政府减贫满意度呈显著正向影响;医疗扶贫对政府减贫帮扶满意度呈负向影响;人居环境扶贫效果最明显;非贫困家庭和贫困家庭的扶贫政策效果存在差异等。基于实证分析结果给出相应对策启示,即进一步提高深度贫困区居民切实需求和政府相应扶贫供给的精确匹配度,提高精准脱贫的效率。The four prefectures in southern Xinjiang are of the deeply impoverished areas in China.Analyzing the satisfaction of poor families on poverty reduction is of great significance to achieving a well-off society by 2020.Based on the survey of 320 households in the four prefectures in southern Xinjiang,this paper constructed a structural equation model to study the impact of different poverty alleviation policies on the families,non-poor families and poor families in these areas.The results showed that the improvement of employment,residence and education has a significant positive impact on the satisfaction on the government’s effort in poverty reduction;medical support has a negative impact on their satisfaction;residence improvement has the most significant positive effect;and differences exist in the effectiveness of poverty reduction policies between non-poor families and poor families.Based on the analysis,this paper proposed that efforts must be made to further improve the precise matching between the actual needs of residents in the deeply impoverished areas and the government's corresponding poverty alleviation supply:improve the efficiency of precision poverty alleviation.
