摘　　要：人道主义干预是冷战结束后国际社会争论的焦点议题之一;对这一议题的态度可在一个侧面反映出不同国家外交政策的基本原则和立场。近年来,随着国家实力的增强和国际地位的大幅提升,印度在国际舞台上日趋活跃,并开始在国际和地区热点问题中发挥重要作用,成为国际人道主义事务的重要参与者和建设性力量。印度在人道主义干预问题上倡导维护主权原则、不干涉内政和联合国的权威,积极参与联合国框架下的维持和平、促进人权行动,反对西方国家动辄使用武力强制性干涉一国内部的人道主义危机。但从外交实践来看,印度为了维护自身国家利益和在南亚地区的绝对主导地位,对南亚国家事务一直有着较强的干预传统。印度对人道主义干预的态度和立场是由印度的国际秩序观、现实利益诉求以及国家实力综合决定的,充分体现了印度的国际人权观及对自身国际角色的定位。Humanitarian intervention is one of the focuses of the international community after the cold war.The attitude on this issue reflects the basic principles and positions of foreign policies for many countries.With the enhancement of strength and significant promotion of international status,India has become increasingly active on the international stage,and has begun to play an important role in international issues.On the issue of international humanitarian intervention,India advocates the principle of non-interference in internal affairs and the authority of the United Nations.India also actively participating in the peacekeeping,promoting human rights under the framework of the United Nations,and opposing western countries’interference in the internal affairs for other countries.The attitude of India’s view on International humanitarian intervention are determined by India’s view of international order,the demand of national interests and the power strength.The position and policy on humanitarian intervention for India is conductive to the healthy development of humanitarian intervention from the standpoint of development countries.
