绿色发展:延安实施乡村振兴战略的路径选择

摘　　要：延安贯彻落实习近平总书记“要立足当地资源,宜农则农、宜林则林、宜牧则牧、宜商则商、宜游则游,通过扶持发展特色产业,实现就地脱贫”的精准扶贫思想,用好激活延安自然资源禀赋优势,实施发展绿色产业的四项举措:一是发展以苹果为主导的林果业等绿色产业;二是发展养殖湖羊、中蜂等绿色产业;三是发展森林旅游业及林下经济绿色产业;四是实施“生态补偿脱贫一批”精准脱贫方略。通过实施四项举措,延安实现了脱贫攻坚和生态文明建设的双赢。打好脱贫攻坚战是实施乡村振兴战略的优先任务,乡村振兴是巩固脱贫攻坚战成果的后续战略。实现新时代延安的乡村振兴和全面振兴,必须继续坚持走绿色发展道路。Yan’an carried out General Secretary Xi’s thoughts of targeted poverty alleviation of“rely on local resources,develop agriculture,forestry,livestock,business and tourism based on actual situation,and realize the poverty lifting through giving support to specialty industries”,and taking advantage of local natural resources,implemented four measures of developing green industries:first,develop the fruit industry led by apple growing;second,develop the Huyang sheep and bee raising industry;third,develop forest tourism and under-forest economy;fourth,implement the poverty lifting strategy of“ecological compensation”.Through implementing these four measures,Yan’an has realized the win-win situation of poverty lifting and ecological civilization construction.Poverty lifting is the top priority of implementing rural vitalization and the latter is also the follow-up strategy of consolidating the achievements of the former.The realization of Yan’an’s rural vitalization and comprehensive vitalization is sure to rely on selecting the path of green development.
