中国竞猜型体育彩票公益金分配模式的改进策略

摘　　要：竞猜型体育彩票主要以足球赛事结果为竞猜对象,是中国销售比例最高、筹集公益金数量最多的体育彩票类型。目前仅有极低比例的中国体育彩票公益金被用于足球事业,未充分贯彻中国体育彩票“来之于民、用之于民”的发行宗旨,不能很好地满足《中国足球改革发展总体方案》的政策要求,也不符合国际彩票业发展的惯例。在遵从现有法规和尊重既有主体利益的基础上,依据“帕累托改进”思路提出:中国竞猜型体育彩票公益金的增量资金应适度转向足球事业,这一改进过程应分阶段稳步进行;资金应专项用于青少年足球事业,以弥补巨大资金缺口并彰显其重大意义;建立独立监督审计机构,及时、详实发布使用情况并协调与其他机构的关系。Toto is the type of lottery which mainly takes football match results as the guessing object with the highest proportion of sports lottery sales and the largest amount of public fund in China.At present,only a small percentage of lottery public fund is allocated to football causes,which is against the principle that“comes from the people and benefit the people”.It fails to meet the policy requirements of the“General Plan of the Football Reform and Development in China”,or the general practice of the international lottery industry.On the basis of complying with existing regulations and the interests of existing entities,the Pareto improvement ideas were applied.That is,the incremental public fund of the Toto should be moderately diverted to football causes.This improvement process is suggested to be carried out steadily in stages;the special Funds should be earmarked for youth football causes to bridge its huge funding gap and highlight its significance.At the same time,an independent supervision audit institution should be established with timely detailed release of its use and proper coordination with other institutions.
