摘 要:上海利用地理位置优势,充分利用优良的风能资源禀赋,因地制宜地发展风电。从近几年风电发展来看,陆上集中式风电、分散式风电以及海上风电齐头并进,在不同方面体现出了良好的开发利用价值和发展潜力,因此科学合理有序开发风电将是上海发展清洁能源重要路径之一。对全市风电发展的现状情况梳理,聚焦本市风电开发存在和面临的问题,结合未来风电技术发展趋势并根据上海新一轮城市规划、国家能源局下发的相关管理办法的要求,提出适合上海风电发展的主要路径。同时,对从风电场规划及实施过程中涉及的与城市空间的矛盾,对生态环境的影响,以及在规划管理审批过程中所面临的困惑三个方面,对本市风电的开发提出了相关的策略建议。Shanghai uses its geographical advantages to make full use of wind resource and develop wind power generation according to circumstances.In recent years wind power generation development shows good development utilization value and development potential in different aspects from onshore centralized wind power and decentralized wind power to offshore wind power,which turns out that scientific rational and orderly development wind power will be one of the important ways to develop clean energy in Shanghai.The article focuses on existing and confronting problems for wind power generation in Shanghai through analyzing current situation of wind power generation development.It combines with development trend of wind power technology in future according to the requirements of Shanghai new round of civil planning and relevant management measures issued by national energy administration agency,the author puts forward main development roadmap of wind power generation in Shanghai.Meanwhile it provides relative countermeasures suggestions for wind power generation development from three views,such as contradiction between wind farm planning and implementation process and urban space,impact on ecological environment and confusion during planning management approval process.
