摘　　要：黑龙江流域独特的文化有优势,也有劣势。在“一带一路”建设积极推进过程中,国家设定的“一带一路”北上的目标与黑龙江地域、文化关联密切。发挥元生态文化、黑土文化的优势,避其劣势,奠定黑龙江发展特色,形成黑龙江发展的内外循环,走出发展瓶颈,实现重新振兴。The unique culture of Heilongjiang river basin has its advantages and disadvantages.In the process of“Belt and Road”construction,the target set by the state for“Belt and Road”to go northward is closely related to the culture in Heilongjiang region.To this end,there is a need to give full play to the advantages of the ecological culture and the black soil culture,avoid their disadvantages,to establish the development characteristics in Heilongjiang province,to form the internal and external circulation of development,to get out of the bottleneck of development,and to realize the revitalization.
