摘　　要：海洋是全球药物研发的重要宝库,近年来国家大力实施“蓝色经济”战略,加大开发海洋生物医药产业的投入,逐步构建“蓝色药库”。传统海洋中药是中国“蓝色药库”的重要组成部分,相对于丰富的海洋药物资源,传统海洋中药亟待创新和发展。传统海洋中药的创新工程是针对制约海洋中药发展的关键科学问题,尤其是海洋中药新资源开发和创新药物研制的理论和方法学瓶颈,在传承历代海洋中药用药经验和临床思辨基础上,以创新海洋中药理论和研发模式,构筑以海洋中药为主体的传统“蓝色药库”,建设1个国内外传统海洋中药信息资源规模最大、功能最完善的公共知识服务平台为目标,对海洋中药性效毒评价和质量控制技术难题展开攻关,推动资源量大、功效机制和物质基础明确的海洋中药进入《中国药典》,精准开发一批临床确有疗效的海洋中药复方新产品;同时借鉴和创新青蒿素研发模式,发现一系列海洋中药来源的活性化合物,促进海洋中药原创新药的研发,扩大海洋中药的临床应用。本文对发展传统海洋中药创新工程的研究现状、关键问题和构筑传统“蓝色药库”的前景进行了分析和阐述。The ocean is an important treasure house for all human beings to discover new drugs. China is speeding up the development of marine drugs and building a "Blue Drug Bank(BDB)". Marine traditional Chinese medicine is an important part of China’s BDB. Compared with the rich marine drug resources, traditional marine traditional Chinese medicine needs to be innovated. Innovation of marine traditional Chinese medicine is a key scientific problem restricting the development of marine traditional Chinese medicine, especially the theoretical and methodological bottleneck of the development of new resources and innovative drugs of marine traditional Chinese medicine. On the basis of inheriting the experience and clinical thinking mode of the past generations of marine traditional Chinese medicine, innovation of the pharmacology and research and development mode of marine traditional Chinese medicine, construction of a traditional BDB with marine traditional Chinese medicine as the main body, and construction of a The public knowledge service platform with the largest scale and the most perfect function of the traditional marine traditional Chinese medicine information resources at home and abroad has broken through the technical problems of drug efficacy and toxicity evaluation and quality control in the ocean, promoted a batch of marine traditional Chinese medicine with large resources, clear efficacy mechanism and material basis to enter the Chinese medicine code, accurately developed a batch of clinically effective marine traditional Chinese medicine compounds, and used and innovated artemisinin Research and development mode: discover a series of active compounds from marine traditional Chinese medicine, promote the research and development of original new marine traditional Chinese medicine, and expand the clinical application of marine traditional Chinese medicine. The innovation of marine traditional Chinese medicine project and the construction of traditional BDB will further improve the strategic layout of China�
