环境监测更好为环境执法和环境管理服务探析

摘　　要：新形势下环境监测工作依然存在诸多薄弱环节,不能适应快速执法、精准执法的需要,与严厉打击环境违法行为的现实需要还有一定的差距。为切实做好新形势下的环境监测工作,更好地为环境执法和环境管理服务,针对目前环境监测领域存在的问题,提出应加强基层环境监测站实验室标准化建设;加强质控管理,严格落实计量认证要求,确保环境监测数据的真实性和准确性;加强工作机制和监测体制创新,加强环境监测部门、环保执法部门的协调与配合;体制创新方面由司法行政机关设立专业性、中立性的环境污染司法鉴定机构,提高环境监测数据公信力;加强监测仪器研发,仪器突出便携性、易用性,达到快速、方便检测的目的。Under the new situation,there are still many weak links in the environmental monitoring work,which cannot adapt to the needs of rapid and accurate law enforcement,and there is still a certain gap between it and the reality of cracking down on environmental violations. In order to effectively do a good job in environmental monitoring under the new situation,and better serve environmental law enforcement and environmental management,aiming to the current problems in the field of environmental monitoring,it should mainly do the following:First,strengthen the standardization of basic environmental monitoring stations. Second,strengthen quality control management,strictly implement metrological certification requirements to ensure the authenticity and accuracy of environmental monitoring data. Third,strengthen innovation in working mechanisms and monitoring systems,and strengthen coordination and cooperation between environmental monitoring and law enforcement departments. In terms of system innovation,judicial administrative organs shall set up professional and neutral environmental pollution judicial appraisal institutions to improve the credibility of environmental monitoring data. Fourth, to strengthen research and development of monitoring instruments. The instrument highlights the portability and ease of use,achieving the purpose of rapid and convenient detection.
