民族地区绿色发展水平时空演变及其影响因素分析

摘　　要：选取2007—2017年24个指标测算民族地区绿色发展水平,运用核密度估计和标准差分级法分析其时空变化特征及其省际间差异,运用障碍度模型进一步分析影响民族地区绿色发展的障碍因素。结果表明:(1)民族地区绿色发展水平稳步提升,经济与社会发展成为双驱动力,但资源环境优势弱化,资源环境系统成为结构性短板;(2)绿色发展速度较快的地区与发展较慢的地区形成较大差距,不同年份极化现象有所差异;(3)省际间绿色发展水平均呈波动上升趋势,发展进程实现了从低水平到中高水平的跨越,区域优势特征分化,绿色发展结构性差异明显;(4)从影响因素来看,阻碍民族地区绿色发展的阻力主要来源于污染治理能力不足、环保投入偏低、工农业污染问题严峻、产业结构不合理等层面。This paper selects 24 indicators from 2007 to 2017 to measure the level of green development in ethnic minority areas,uses nuclear density estimation and standard deviation classification method to analyze its temporal and spatial change characteristics and inter provincial differences,and uses obstacle model to further analyze the obstacles affecting the green development in ethnic minority areas.The results show that:(1)The level of green development in ethnic areas has been steadily improved,and economic and social development have become double driving forces,but the advantages of resources and environment have been weakened,and the carrying capacity of resources and environment has become a structural short board;(2)The areas with faster green development speed have a large gap with the areas with slower development,and the polarization phenomenon is different in different years;(3)The level of green development among provinces has fluctuated rising trend,completed the leap from low level to medium and high level,regional advantage characteristics differentiation,and obvious structural differences in green development;(4)From the perspective of influencing factors,the obstacles to green development in ethnic areas are mainly from the aspects of insufficient pollution control capacity,low environmental protection investment,severe industrial and agricultural pollution problems,and unreasonable industrial structure.
