责任治党:新时代中国共产党执政伦理的多维审视

摘　　要：为何执政以及如何执政是型构中国共产党执政伦理基本内涵的元问题。新时代,以责任伦理引领党的自身建设与治国理政实践,实现了党的执政价值合理性与执政工具有效性的有机统一。理论维度上,马克思主义政党执政伦理思想、中西方责任政治观以及中国共产党执政伦理生成与发展的历史经验构成了新时代中国共产党执政伦理创新发展的理论来源;现实维度上,全面落实新发展理念、推进国家治理现代化、构建人类命运共同体是新时代中国共产党执政伦理因应现实变局作出的重大战略选择;实践维度上,以责任意识凝聚党内价值认同、以责任制度提升党的执政效力、以责任践履重塑党的执政形象是新时代中国共产党执政伦理创新发展的实践导向。Why and how to govern is the meta problem of constructing the basic connotation of the ruling ethics of the Communist Party of China.In the new era,the party’s self construction and governance practice are guided by responsibility ethics,which realizes the organic unity of the rationality of the party’s ruling value and the effectiveness of the ruling tools.In the theoretical dimension,the Marxist Party’s ruling ethics,the Chinese and western responsible political views and the historical experience of the generation and development of the ruling ethics of the Communist Party of China constitute the theoretical source of the innovative development of the ruling ethics of the Communist Party of China in the new era;in the practical dimension,it is the new era for China to fully implement the new development concept,promote the modernization of national governance and build a“community of human destiny”The major strategic choice made by the Communist Party’s ruling ethics in response to the changes in reality.In reality,the practical guidance for the innovation and development of the ruling ethics of the Communist Party of China in the new era is to condense the value identification within the party with the sense of responsibility,to enhance the ruling effectiveness of the party with the responsibility system,and to reshape the ruling image of the party with the practice of responsibility.
