摘　　要：网络内容治理的概念建构,经历了从内容到网络内容的词汇转换,内隐着网络内容与网络形式的语义区分,体现了从日常语言到学术语言的学理化过程。作为学术语言的网络内容治理,其核心意涵是对互联网信息进行质量监控,它贯穿于网络信息的生产、传播、使用等所有环节,着力于网络内容生态的定向涨落。网络内容治理的直接指向是网络不良内容,它与"不合格"网络内容的同族概念如有害信息、负面信息、不良信息、非法信息等形成相互涵摄关系。近年来,"内容生态"作为网络内容治理的新指向越来越引人注目,正在从理论研究走入治理实践。以此为基础,网络内容治理可细分为网络内容监管和网络内容生态治理两种具体形态,它们在理论基础、推进逻辑、执行结构和政策工具等方面都有所不同。The concept construction of network content governance has experienced the vocabulary transformation from content to network content,implicit the semantic distinction between network content and network form,and embodied the process of learning and physics from daily language to academic language.As an academic language,the core meaning of network content governance is to monitor the quality of Internet information.It runs through the production,dissemination and use of network information and focuses on the directional fluctuation of network content ecology.The direct direction of network content governance is network bad content,which forms a mutual containment relationship with the concept of"unqualified"network content,such as harmful information,negative information,bad information,illegal information,etc.In recent years,"content ecology"is becoming more and more attractive as a new direction of network content governance,which is moving from theoretical research into governance practice.On this basis,network content governance can be subdivided into two specific forms,network content supervision and network content ecological governance,which are different in theoretical basis,promotion logic,implementation structure and policy tools.
