摘　　要：如何有效保障来华留学教育质量成为时下亟待研究和解决的问题。立足轨道交通行业,服务“一带一路”倡议和铁路“走出去”战略,以培养知华、友华、爱华的交通运输国际人才资源为导向,以塑造优质交通运输工程专业国际硕士生为核心,以满足轨道交通属地化人才培养需求为目标,设计交通运输工程国际硕士生教育质量保障体系构建原则,分析基于入口、过程培养和出口环节的交通运输工程国际硕士生全链式培养管理,基于政府、高校和社会的教育质量立体监督评估和跟踪反馈体系及其对策,构建集培养—监督—反馈的交通运输工程专业国际硕士生“三位一体”教育质量保障体系,为确保交通运输工程国际硕士生教育质量创造有利条件,为“一带一路”倡议和中国铁路“走出去”提供关系资源和智力支持。How to improve the quality of overseas education for international students in China has become an urgent problem to be studied and solved.Based on railway industry and serving for“one belt,one road”initiative and the“going out”of China's railways,taking cultivating international talents with known,friendly and close to China as the direction,training international masters with high quality in traffic and transportation engineering as the core and also meeting local rail requirements in their original counties,the principles for education quality assurance system for international master students in traffic and transportation engineering are designed.Then,the whole chain cultivation management from enrollment,training and graduation,education quality supervision and assessment based on governments,universities and society and tracking feedback systems and suggestion are all analyzed deeply to build a trinity education quality assurance system for international master students in traffic and transportation engineering based on cultivation-supervision-feedback,which can create conditions for improving quality of overseas education for international students and provide human resources and intelligent support for the“one belt,one road”Initiative and the“going out”of China's railways.
