论我国建立档案职业资格制度的必要性与可行性

摘　　要：实行档案职业资格制度的必要性在于:这是加快档案人才队伍建设、促进档案事业持续创新发展的迫切需要,是切合档案工作和档案职业特点的客观要求,是配套档案机构改革和档案系列职称制度改革的现实需要,是广大档案部门和档案人员的长期心愿。实行档案职业资格制度的可行性在于:我国已经形成成熟的档案专业知识体系、课程教材体系和教育培训体系,国外档案职业资格制度建设经验为我国提供了重要借鉴,我国部分地区实行的档案职称"以考代评"为建立全国统一的档案职业资格制度做了有益的尝试,实施档案职业资格制度具有充分的群众基础和申报人数保证。The necessity of implementing the archival vocational qualification system lies in:this is an urgent need to accelerate the construction of archival talent team and promote the continuous innovation and development of the archival undertaking.It is an objective requirement that fits the characteristics of archival work and archival occupation.It can meet the practical needs of the reform of archival institutions and the reform of archival professional title system,and it’s also the long-term wish of the archival departments and personnel.The feasibility of implementing the archival vocational qualification system lies in:China has formed a mature archival professional knowledge system,curriculum and teaching material system and education and training system;the construction experience of foreign archival vocational qualification system can provide important reference for us;in some areas of our country,the practice of"examination instead of evaluation"has made a beneficial attempt to establish a national unified archival vocational qualification system.The implementation of the archival vocational qualification system has a sufficient mass base and guarantee of the number of applicants.
