摘  要:油库作为重大危险源,其安全管理的重要性不言而喻,通过对国内油库隐患分析发现,液位报警的联动是油库安全的主要隐患之一。通过开展中国和北美针对储罐液位报警联动的相关标准和最佳实践做法研究,重点分析了API 2350中提出的"防止储罐溢出程序(OPP)"、实施流程、报警值设置等要求和规定,从OPP、关键液位设置、液位报警要求和联锁要求4个方面对比国内外差异。结合国内管道企业安全生产现状,提出逐步建立我国储罐OPP体系等建议,从而在储罐液位临近预设的最低或最高值时自动发出预警信号的同时,更好地实现站库系统根据预设程序自动调配储罐间储量以防止空罐或外溢,避免事故的发生。As a major source of danger,the safety management of oil depots is important.Through the hidden danger analysis of domestic oil depots,it is found that the linkage of liquid level alarm is one of the main hidden dangers for oil depot safety.By conducting research on relevant standards and best practices for storage tank liquid level alarm linkage in China and North America,requirements and regulations in API 2350 such as the"OPP(Overfill Prevention Process)",implementation process,alarm value setting are mainly analyzed,and differences at home and abroad are compared from four aspects,namely OPP,key liquid level setting,liquid level alarm requirements,and interlocking requirements.Combining with the current safety production situation of domestic pipeline enterprises,suggestions such as gradually establishing a Chinese storage tank OPP system are proposed,so as to realize automatic warning signals when the tank level is approaching the preset minimum or maximum value.Meanwhile,the station system automatically allocating the storage capacity of storage tanks according to preset procedures to prevent the occurrence of empty tanks or spills is better achieved,and the accidents are avoid.
