基于利益相关者理论的田园综合体协调机制研究——以无锡阳山田园东方为例

摘　　要：[目的]田园综合体作为新型的“农业+”乡村产业发展模式,涉及利益相关者众多,不同利益相关者利益诉求存在差异,如何解决及协调利益相关主体的利益诉求,构建共生协调机制,已然成为研究的热点。[方法]文章以无锡阳山田园东方为例,结合利益相关者理论,通过走访、调查问卷分析,了解利益相关者的利益诉求及期望程度。[结果](1)无锡阳山田园东方各利益相关者之间利益诉求点存在差异,无锡阳山政府管理部门、当地农民、开发商及游客在田园综合体发展建设中存在着不同的利益诉求点。出发点不同,对经济,文化,生态,社会利益诉求的关注主次和程度存在一定差异,但相互之间是相辅相成、有机联系的,并不矛盾。(2)各利益相关者利益诉求点密不可分,关联度高,同时期望的目标具有一致性。[结论]该研究认为应该从诉求表达,农民参与,利益分配,利益补偿,利益监管五方面构建利益相关主体共生协调机制,以实现多方共赢。As a brand new developing model of"Agriculture+"in the rural industry,the rural complex involves many related interests of stakeholders,whose interest appeals are different.The way to solving and coordinating the interests of stakeholders as well as to building a symbiotic coordinating mechanism has become a hot research topic.Taking Wuxi Yangshan Rural Oriental as an example and combining with stakeholder theory,this research conducted interviews and questionnaire analysis to understand the stakeholders′interests and expectations.The results were indicated as follows.(1)There were differences in the interest appeals among stakeholders in Wuxi Yangshan Rural Oriental.There were different interests among the Yangshan government of Wuxi,local farmers,developers and tourists in the development and construction of rural complex.They had different starting points embodied in the priority and degrees of attention to economic,cultural,ecological and social interests,but they were complementary to each other,which had no contradiction but connection with each other organically.(2)The interest appeal points of various stakeholders were inseparable with high-degree correlation.At the same time,the desired goals were consistent.In summary,a symbiosis and coordinating mechanism of stakeholders should be constructed from five aspects:appeal expression,farmers′participation,benefit distribution,benefit compensation and benefit supervision,so as to realize an all-win situation.
