摘　　要：中国性病艾滋病防治协会通过实施凉山州重点县预防艾滋病母婴传播技术支持与能力建设项目以提高当地县级预防艾滋病母婴传播机构人员管理和临床业务能力,提高管理的有效性、诊疗的正确性和规范性,助力降低当地艾滋病母婴传播率。项目通过外部技术支持力量"请进来"的对口支援和当地县级医疗机构管理及临床一线人员"走出去"的方式,提升基层一线工作人员的系统思维能力和专业素养。各支援机构已派驻专家61批、66人、71人次,涉及感染科、儿科、儿童保健科、妇产科、妇保科、孕保科、检验科、医务科以及预防医学等多个专业,专家完成现场派驻天数共2200天,带教查房或病例讨论616次,进行传帮带医护人员307人。重点提升了县医院和妇计中心业务和管理综合能力,现场考核评估,县级受援机构医护人员专业知识考核合格率由项目启动时的46%上升到2019年底的64%。Chinese Association of STD/AIDS Prevention and Control implemented the project of technical support and capacity building to prevent mother-to-child transmission of HIV/AIDS in the four counties of Liangshan prefecture,Sichuan province,to improve the managerial and clinical competence of health care workers at the county level,enhance the effectiveness of the management,the accuracy of diagnosis based on the related criteria,and help reduce the rate of HIV mother-tochild transmission among the local women of child-bearing age.The project aimed to improve the systematic thinking ability and professional skills of local medical staff through the means of"inviting"the staff from external sources to the county hospitals or"going out"by the local clinical staff to receive the hands-on training in a hospital setting of the big cities.A total of 61 batches,66 experts and 71 person times from external sources worked for a total of 2200 days in the counties including those in the fields of infectious diseases,paediatrics,child health,obstetrics and gynaecology,maternity,laboratory,and preventive medicine.They conducted ward rounds,and case discussions for 616 times,and assisted in 307 local medical staff by providing on-the-job training.The project mainly focused on the work of the county hospitals and gynecology and obstetrics centers to improve the managerial and professional capabilities of those working at the country-level institutions.According to the on-site assessment,the qualified rate of the professional knowledge of medical staff in the institution aided by the external experts increased from 46%at the start of the project to 64%by the end of 2019.
