摘 要:政府组织中,晋升是最核心的激励方式。本文关注县域治理中官员群体的晋升问题。以G县作为样本,通过对近五年来三百多位科级干部晋升情况的分析,本研究发现,县域治理中存在明显的"科级天花板"现象。其主要表现为:科级进入时间早,停留时间长,轮换岗位多,再晋升概率低。"科级天花板"现象,源于政府组织结构、干部下派制度、"干部四化"的管理导向三方面因素在基层的叠加。县域中的科级干部晋升问题,不仅影响政府组织运行,也形塑了基层治理逻辑,造成了晋升机制隐性化、官员群体熟人化等现象。"科级天花板"成因复杂,影响多维,是观察基层治理的重要切入点。In government organizations,promotion is the core incentive.This paper focuses on the promotion of officials in county governance.Taking County G as a sample,this paper analyses the promotion of more than 300 section-level cadres in the past five years and finds that there is an obvious“section-level ceiling”phenomenon in county governance,including early start,long position holding and repeated position rotation,and low probability of promotion.The author argues that the phenomenon of“section-level ceiling”is the result of three factors converging at the grassroots level:the government's organizational structure,the system of cadre relegation,and the“four requirements”(being revolutionary,being young,being knowledgeable,and being professional)for cadres.The promotion of section-level cadres at the county level not only affects the operation of government organizations,but also shapes the logic of grassroots governance,resulting in such malpractices as covert promotion mechanisms and high familiarity among officials.The“section ceiling”has complex causes and multi-dimensional influences.It is an important entry point for observing grassroots governance.
