成渝地区农业比较优势测度及协同发展对策研究

摘　　要：基于比较优势相关理论与研究方法,从农业发展规模、农业成长竞争力、农业投入产出效益、农业现代化装备、农产品国际竞争力和财政支农这6个维度分析成渝地区及川渝两地各自农业发展的比较优势与潜势变化趋势,为推动成渝地区农业协同发展提供科学依据。结果表明,尽管成渝地区农业体量大,但农业发展的综合比较优势并不显著,总体表现出先下降后缓步回升的趋势;四川农业比较优势明显优于重庆,同时两地在农业合作方面存在着较为明显的壁垒,阻滞了成渝地区农业协同发展。建议建立成渝区域联动机制,扩散川渝农业协同发展效应;注重农业科技投入,提升农业投入产出效益;转变市场经营理念,增强区域农业市场竞争力;加大财政支农力度,夯实农业基础性地位。Based on the theories and research methods of comparative advantage,this paper analyzed the comparative advantages and potential trends of agricultural development in Chengdu-Chongqing area from six dimensions,including agricultural development scale,agricultural growth competitiveness,agricultural inputoutput benefits,agricultural modernization equipment,international competitiveness of agricultural products and financial support for agriculture,aiming to provide a scientific basis for promoting the coordinated development of agriculture in this area.The results showed that although the agricultural volume in Chengdu-Chongqing area is large,the comprehensive comparative advantage of agricultural development is not significant,it showed an overall trend of decreased at first and then increased slowly;and compared with Chongqing,Sichuan′s agricultural comparative advantage is more obvious,but there are evident barriers in agricultural cooperation between Sichuan and Chongqing,which hindered the coordinated development of agriculture in Chengdu-Chongqing area.It is concluded that,regional linkage mechanism in Chengdu-Chongqing area should be established,so as to spread the effect of agricultural coordinated development;lay more emphasis on the input of agricultural science and technology,to improve the efficiency of agricultural input-output;change the concept of market management and enhance the competitiveness of regional agricultural market;strengthen financial support for agriculture and consolidate the fundamental position of agriculture.
