摘 要:平衡计分卡是战略执行的一种有效工具。文章分析了高校战略指标和企业战略指标之间的异同,从财务指标设计、客户指标设计、内部流程指标设计、学习与发展指标设计等方面探讨了应如何在高校战略评价中应用平衡积分卡,提出了高校战略评价的过程管理应明确战略,落到实处,把目标转化为指标、目标值和行动方案,围绕战略连接整合组织并建立激励保障机制,让战略成为持续性流程。科学地应用平衡记分卡对学校发展规划进行战略评估,定期检查并及时整改,才能保障战略目标长期有效地得到贯彻和执行,夯牢基础,促进高校稳步向前发展。The Balanced Score Card is an efficient instrument for strategy execution.It guarantees the development strategy of colleges when employed for the strategic evaluation of the colleges’management and development.Through the analysis of the similarities and differences between college strategic index and enterprise one,this paper discusses how to apply the Balanced Score Card in college strategic evaluation in terms of the design of finance index,customer index,internal process index and study and development index.Therefore a conclusion has been reached that in the process management of the college strategic evaluation,strategy must be clarified and completely implemented.The target can be converted into index,target value,and action program.Organizations should be connected and consolidated.Incentive and safeguard mechanism should be built to ensure the continuity of the strategy.By strategically evaluating the college development program with the Balanced Score card,together with regular check and timely improvement,we can guarantee the persistent and effective execution of the strategic target and boost the steady development of the college.
