摘　　要：新加坡高等教育快速崛起的机理在于,厘清大学发展的联动逻辑———政府权力、学术权威(高校)及市场三种势力的整合,通过权力协调,理顺政府、高校、市场三者及大学内部的关系;通过优质竞争,筑构公平有序的市场调节环境;通过扩大自主,建立管、办、评分离的制度,激发大学内部的活力;通过优势链接,对接世界一流大学的“地气”以长新加坡高校发展的“底气”,从而克服了转型过程中曾经面临的纵向维度上权力层级的冲突与混沌、横向维度上专业设置与市场需求严重脱节以及大学内部自身的机制束缚,最终打造出多所世界一流大学。The mechanism of the rapid rise of Singapore’s higher education lies in clarifying the linkage logic of university development—the integration of the three forces of government power,academic authority(colleges and universities)and the market.Through power coordination,the relationships between and among the government,universities,and markets and the relationships within the university are rationalized.Through high-quality competition,a fair and orderly market regulation environment is built;through expansion of autonomy,a system separating management,operation and evaluation is established,thus stimulating the vitality of the university;through advantage links,connection with the world-class universities is built to promote the development of Singapore’s universities.By these ways,Singapore’s higher education overcomes the conflicts and chaos of power hierarchy in the vertical dimension that has been faced in the transformation process,the serious dislocation between the professional setting and the market demand in the horizontal dimension,and the internal constraints of the university itself,ultimately generating many world-class universities.
