摘　　要：推进城乡产业融合是实现乡村振兴的重要举措。在阐释土地市场、财政分析与城乡产业融合作用机理基础上,采用面板数据方法构建城乡产业融合影响因素计量模型,选取黄河三角洲2008—2017年城乡数据进行实证检验。研究结果表明,在城乡二元经济结构下土地市场和财政分权对城乡产业融合发展均呈现出显著性的直接滞碍效应,土地市场与城乡产业融合具有“U”型作用关系,存在“低水平陷阱”;而现有的财政分权则加剧了土地市场的扭曲,导致城乡产业发展中易出现“富者愈富,贫者愈贫”的马太效应;虽然新型城镇化建设与产业结构的优化调整在促进城乡产业融合发展上取得了良好成效,但政府财政支出对城市的过度倾向影响了城乡产业融合进程。对此,亟需加快财税体制改革,强化市场机制在城乡产业融合中的主体地位,释放产业融合潜力。Promoting urban and rural industrial integration is an important measure to achieve rural revitalization.Hence,on the basis of expounding the mechanism of land market,financial analysis and urban-rural integration,the measurement model of the factors affecting the integration of urban-rural integration was constructed based on panel data method,and the urban and rural data of the Yellow River Delta from 2008 to 2017 was empirically tested.Results showed that,under the urban-rural dual economic structure,the land market and fiscal decentralization had significant inhibitory effect.There was a“U”type relationship between the land market and urban-rural integration,and there was a“low level trap”.Fiscal decentralization exacerbated the distortion of the land market,which may lead to the Matthew effect of“the rich get richer and the poor get poorer”.Although the new urbanization construction and the optimization and adjustment of industrial structure had achieved good results in promoting the urban-rural integration,the excessive investment of government fiscal expenditure to the city had the opposite effect.Therefore,it is urgent to speed up the reform of the fiscal and taxation system,strengthen the main position of the market mechanism in the urban-rural integration,and release the potential of industrial integration.
