土地细碎化、土地流转与农业生产效率——基于全国2745个农户调研样本的实证分析

摘　　要：土地细碎化严重制约了我国农业生产效率提升与农业现代化发展,土地流转能够实现适度规模经营以破解细碎化难题?基于第二期“全国新型农业经营主体发展指数调查”数据,通过构建随机前沿生产函数,实证分析了土地细碎化与土地流转对农业生产效率的影响。研究结果表明:土地细碎化对规模农户农业生产效率具有显著负向影响,这一负向影响在土地细碎化为基本生产经营条件的背景下具有稳健性与时间上的持续性。土地流转并不能提升农业生产效率,而且对后者有显著负向影响。甚至对规模农户而言,土地流转在土地细碎化对农业生产效率的负向影响中具有显著的中介效应,这是因为当前我国土地流转仍受到诸多限制且土地流转并未实现真正意义上的规模经营,甚至加剧了土地细碎化程度,从而进一步限制了农业生产效率提升。Land fragmentation has seriously restricted the improvement of agricultural production efficiency and the development of agricultural modernization in China,and land transfer is expected to achieve moderate scale operation to crack the problem of fragmentation.Based on the data of the second phase of the“national new agricultural management entities development index survey”and by constructing the stochastic frontier production function,this paper empirically analyzes the impact of land fragmentation and land transfer on agricultural production efficiency.The results show that land fragmentation has significantly negative impact on scale farmers’agricultural production efficiency,and this impact has robustness and time sustainability.Land transfer does not promote the efficiency of agricultural production,and has significantly negative effect on the latter,and even for scale farmers,there is a significant mediating effect in the negative impact of land fragmentation on agricultural production efficiency.This is because land transfer in China still has a lot of limitation,and does not realize the true sense of scale operation,and even intensifies land fragmentation degree,thereby further reducing the efficiency of agricultural production.
