新形势下北京市突发地质灾害防治工作思路探析

摘　　要：北京作为突发地质灾害较发育的特大型城市,地质灾害防治是城市地质工作的重要组成部分,是保民生、保安全、保稳定的基础和关键。文章在总结"十三五"时期全市地质灾害防治工作经验基础上,分析指出存在的问题和不足,围绕新形势下关于防灾减灾救灾工作的一系列要求,提出突发地质灾害防治的总体工作思路及构想,深化突发地质灾害隐患高精度调查评价,推进监测预警服务水平,开展预警预报理论和突发地质灾害隐患早期识别研究,规范强化应急处置流程和能力,加强地质灾害治理项目综合管理和效益评估,加大地质灾害预防科普宣传力度,完善地质灾害防治法规体系,提升地质灾害防治工作保障能力,为首都城市安全科技防灾筑牢生命防线。As a large city with the developed abrupt geo-hazards,the prevention and control on them is an important part of urban geological work,and is the basis and key to ensure people's livelihood,safety and stability.Based on the experience of the city's geo-hazard prevention and control during the 13th Five Year Plan period,the paper points out the existing problems and deficiencies.About a series of requirements for disaster prevention,mitigation and relief work under the new situation,this paper puts forward to the overall work ideas and frame of prevention and control.These measures can deepen the high potential precision survey and evaluation of geo-hazard,promote monitoring and early warning service level,carry out early warning and prediction theory and early identification research of potential geo-hazard,standardize and strengthen emergency response process and capacity,strengthen comprehensive management and benefit evaluation of geo-hazard management projects,increase publicity of geo-hazard prevention department and general public,improve the legal system of geo-hazard prevention and control,and enhance the reliable work ability of geo-hazard prevention and control.Our final aim is to establish a safety life line for scientific and technological disaster prevention of the capital city.
