摘 要:提高碳排放效率是保证工业经济发展关键。基于2008—2017年山东省17个地级及以上城市的面板数据,采用随机前沿模型实证分析山东省市域层面的工业碳排放效率。研究表明:各城市工业碳排放效率总体处于较高水平,但整体波动呈下降趋势;按效率均值将其划分为四个层级,各层级间工业碳排放效率存在显著异质性,其中临沂、济宁等鲁西南城市碳排放效率最低;进一步分组研究表明,高效率城市存在高度城市化发展与节能减排的矛盾问题,应积极采取城市开发边界设定等措施,而产业结构转型与优化升级是提升低效率城市碳排放水平的关键因素。Improving carbon emission efficiency is the key to ensuring the development of industrial economy.Based on panel data of 17 prefecture-level cities in Shandong Province from 2008 to 2017,this study uses a stochastic frontier model to empirically analyze industrial carbon emissions efficiency at the city level in Shandong Province.The research shows that the industrial carbon emission efficiency of each city is generally at a high level,but the overall fluctuation shows a downward trend.It is divided into four levels according to the average efficiency,and there is significant heterogeneity in industrial carbon emission efficiency between the levels,of which southwest cities like Linyi and Jining in Shandong have the lowest carbon emission efficiency.Further grouping studies show that high-efficiency cities have contradictions between highly urbanized development and energy conservation and emission reduction,and measures such as setting urban development boundaries should be actively adopted,and industrial structure transformation,optimization and upgrading is essential to improve efficiency for urban carbon emissions.
