摘　　要：2018-2019年,我国政府创投引导基金在设立速度和募资金额上均呈现理性回落,基金投资向核心技术领域的早中期阶段集中,基金管理趋于规模化、规范化,高返投比例等基金不合理限制逐渐放宽,存量基金之间统筹协调力度加强,跨区域合作和组建产业联盟成为政府创投引导基金发展的新方向。下一步,政府创投引导基金应更加注重发挥促进科技成果转化、推动区域一体化、整合上下游产业链资源的政策功能,通过完善基金管理制度,加强部门间与地区间统筹协调,明确界定政府与市场边界等,推动基金政策效果的发挥。In 2018-2019,Chinese government guidance funds on venture capital showed a reasonable decline in the speed of fund raising.The fields of investment concentrated on early and mid-term stages of core technology research.The management of government guidance funds became more standardized and institutionalized,unreasonable restrictions were gradually relaxed,overall planning and coordination among existed funds were strengthened,and cross-regional cooperation as well as organizing industrial alliances became the new trend of government guidance funds on venture capital.In the next step,government guidance funds on venture capital should pay more attention on promoting the transformation of scientific and technological achievements,promoting regional integration,and integrating resources in the upstream and downstream industrial chain.Besides,the management system should be further improved,overall planning and coordination among regulatory agencies and regions should be strengthened,and the boundary of the government and market should be clearly defined to ensure the healthy development of government guidance funds on venture capital.
